We have swam with the turtles there and loved it, but yeah you gotta go with a guide who will not only make sure you aren't touching the turtles, but also who will see more things and point them out to you. They don't let the public swim further out than a certain point so that the turtles stay protected.

Sometimes I think maybe would be better to demo that palace and build some 80-100 story new building.
